refactor(safes): use FeatureFlagService for PORTFOLIO_ENDPOINT check

Replace direct chain.features.includes('PORTFOLIO_ENDPOINT') with
the new FeatureFlagService.isFeatureEnabled() in getFiatBalance,
aligning with the centralized feature flag system (510be742).

fix(safes): guard feature-flag lookup behind Zerion eligibility checks

Short-circuit cheap local checks (zerionBalancesEnabled, chain name)
before calling FeatureFlagService to avoid unnecessary /v2/chains
requests for non-Zerion chains.
