Add Android backup settings UI and system backup configuration (#611)

The SettingsScreen was missing backup configuration that existed on
desktop and web platforms. This adds a Backup Settings card with
enable/disable toggle, password fields with validation, and SAF folder
picker for custom backup location. Also adds Android 12+ data extraction
rules and pre-12 backup rules for proper system backup behavior.
