* chore: set up release-please and update CODEOWNERS

Add release-please workflow, config, and manifest for automated
releases of both firebase-rules-coverage and firebase-rules-generator.
Add auto-approve workflow for release PRs. Update CODEOWNERS from
@IchordeDionysos to @simpleclub/backend-red.
