fix(route): Update Gateway listener status on route creation

When an HTTPRoute is created, the Gateway's attachedRoutes count was
not being updated. The updateRouteListenerStatus function was only
called during route deletion, not creation.

This adds the updateRouteListenerStatus call to reconcileUpsert so
Gateway status reflects the current attached routes count.
