* Add retry logic to draft release deletion step

The delete old draft releases step can fail transiently when cleaning
up tags via the GitHub API. This adds up to 4 attempts with increasing
backoff (2s, 4s, 6s) and falls back to explicit tag deletion via
git push --delete when --cleanup-tag fails.

* Remove --cleanup-tag since draft releases have no tags

Draft releases don't create tags, so --cleanup-tag and the git push
--delete fallback were unnecessary. Simplified to just retry the
release deletion itself.
