Bump ebpf-samples and overhaul ELF loader (#1026)

1. Add 6a81f8e ebpf-samples snapshot, bringing in cilium, falco, katran,
libbpf-bootstrap, suricata, and linux-selftests samples.
Generate per-project verify test suites from a JSON inventory with typed
expectation kinds (type tracking, bounds tracking, etc.) so each
known-failing test documents which verifier limitation it exercises.

2. Overhaul the ELF loader to handle the new samples:
- Split elf_loader.cpp into src/io/ modules behind a PIMPL ElfObject
  that hides elfio/libbtf types and caches the parsed ELF reader.
- CO-RE relocation engine resolving field offsets, type sizes,
  existence predicates, and enum values from .BTF.ext metadata
- Extern symbol resolution for LINUX_KERNEL_VERSION, CONFIG_HZ, etc.
- Program extraction follows reachable CFG to include fall-through
  subprograms not bounded by explicit symbol entries
