fix: keep fs.watch interception until chokidar ready event and add before/after checkAllDisposed guards

- Keep the fs.watch monkey-patch active until the
  chokidar "ready" event fires, then restore original
  and .unref() all captured handles in one shot. This
  fixes Linux/WSL where chokidar creates fs.watch
  handles asynchronously during directory traversal.
- Add before/after hooks with checkAllDisposed() in
  test_certificate_manager.ts to catch leaks early
- Add cm.dispose() in the "managing certificate"
  describe after hook to prevent stale instances
