fix: Use high story ID in TestStory to avoid CI collision

In fresh CI databases, auto_increment starts at 1. Tests that run
alphabetically before TestStory (e.g. TestListStoryReviewedFilter)
create stories, so story ID 1 exists. Use 999999999 instead.
