* Fix viral generic_const_exprs bounds, implement ConstFromBytes

- Separate ConstToBytes/ConstFromBytes (nightly, generic_const_exprs)
  from num_traits::ToBytes/FromBytes (stable, no viral bounds)
- Add const-compatible from_le_bytes/from_be_bytes helper functions
- Implement ConstFromBytes for FixedUInt with roundtrip tests
