web-flowRevert "Pin testtools version to unblock CI (#15691)" (#15709) There has been a release of testtools 2.8.4 which restored the removals which broke stestr. There has also been an stestr 4.2.1 release which fixed the incompatibility with the removal in testtools 2.8.3. So there is no longer any need to pin the testtools version for testing. This reverts commit 212712445.
