fix(ci): default dist-tag to 'latest' for tag-push
triggered publishes

When the publish workflow is triggered by a tag push
(not workflow_dispatch), github.event.inputs.dist-tag
is undefined, causing lerna publish to fail with
exit code 1. Add fallback default.
