Add habit category management with edit, delete, and reassignment (#511)

Categories can now be edited (name, description, color) and deleted.
When deleting a category that has habits, the user can either reassign
those habits to another category or confirm deletion of the habits.
Without confirmation, the API returns 409 to prompt the second step.

- Add PUT /api/categories/{id} and DELETE /api/categories/{id} endpoints
- DELETE supports ?reassignTo= to move habits and ?confirm=true to delete habits
- Add category management page at /categories/manage in website
- Add i18n translations for category management in all 4 languages
- Add comprehensive controller tests for all update/delete scenarios
- Add api-bench routes for new category endpoints
- Update website navigation with Categories link
