* Deprecate `qk_transpiler_standalone_optimize_1q_sequences`

- Deprecate the `qk_transpiler_standalone_optimize_1q_sequences` in favor of using `qk_transpiler_pass_standalone_optimize_1q_sequences` as it sticks closer to the naming convention of transpiler passes.

* Docs: Add release note

* Lint: Fix formatting.

* Apply suggestion from @raynelfss
