Use dynamic platform for Docker builds instead of hardcoded amd64 (#4620)

Introduces a PLATFORM variable that defaults to the current
architecture (via `go env GOARCH`), replacing all hardcoded
`--platform=linux/amd64` in Makefile and client generation script.
This allows arm64 developers to build and run Docker images natively
without emulation overhead. CI can override with PLATFORM=linux/amd64.

Also adds `-include .env` to source a local env file if present.
