feat(templates): add RPM support to CRI-O template

Add OS-family branching to the CRI-O package installation path so
that RPM-based distros use the RPM repository URL while Debian-based
distros continue using the existing GPG keyring + apt sources flow.

- Debian: GPG key + apt sources for pkgs.k8s.io/addons/cri-o
- RPM: dnf config-manager --add-repo for pkgs.k8s.io rpm path
- pkg_update/pkg_install abstractions replace raw apt-get
- Version pinning: = for apt, - for yum/dnf
