fix: add run-id to download-artifact to fix pagination for >20 artifacts (#473)

The listArtifactsInternal code path (used without run-id) makes a
single API call with no pagination, returning only the first page of
results. With up to 39 artifacts in the CI run, the maestro-coverage-*
pattern download was only seeing 20. Adding run-id forces the
listArtifactsPublic code path which properly paginates with
per_page=100.
