runtime-cleanup: keep policycoreutils /usr/bin for load_policy and setfiles

Stop removing /usr/bin/* from policycoreutils so that load_policy (used by
anaconda to restore installer SELinux policy at exit) and setfiles (used by
dracut-initramfs-restore during shutdown) remain in the installer image.
