Add edit functionality to emergency plan steps (#466)

Tapping the edit button on a step populates the add-step form with the
existing question and actions, switches the submit button to "Update Step",
and shows a Cancel button.  Saving updates the step in-place while
cancelling restores the form to add mode.

Changes:
- Add edit button to item_emergency_plan_step layout
- Add onEditStep callback to OnStepActionListener interface
- Implement edit mode in EmergencyPlanFragment (populate form, save
  updates, cancel editing)
- Add Cancel/Update Step button pair to fragment_emergency_plan layout
- Add translated strings for en, de, es, fr
