Fix Maestro emulator startup by pre-starting ADB daemon (#461)

The emulator fails to connect to the ADB daemon on port 5037 because
no ADB server is listening when the emulator process launches. Adding
an explicit adb start-server step before the android-emulator-runner
action ensures the daemon is ready to accept connections.
