Fix download-artifact finding fewer artifacts than uploaded (#446)

The download-artifact@v7 internal Twirp API (listArtifactsInternal)
lacks pagination support, causing it to return only a subset of
artifacts when the run produces many. Adding github-token forces the
action to use the public REST API (listArtifactsPublic) which
properly paginates at 100 per page, ensuring the maestro-coverage-*
pattern can match all uploaded coverage artifacts.
