Fix Maestro coverage extraction with base64 encoding and explicit broadcast (#440)

The .ec files from Offline.getExecutionData() are valid JaCoCo execution
data (using ExecutionDataWriter with magic bytes 0x01 0xC0 0xC0), but the
raw binary piping through adb exec-out run-as cat was corrupting the data.

Changes:
- Use base64 encoding for coverage file extraction from the emulator to
  avoid binary data corruption through the adb exec-out pipe
- Send explicit broadcast with -n (component) instead of implicit -a
  (action) to ensure reliable delivery on API 30
- Pin AGP's JaCoCo instrumentation version to 0.8.11 via testCoverage
  block to match the runtime dependency and avoid version mismatches
