Gate android-release on maestro test success (#410)

Add android-maestro to the needs list of the android-release job so
signed release builds are skipped when maestro tests fail. Also fix
the maestro test script to propagate failures: track a MAESTRO_FAILED
flag across test iterations and exit non-zero at the end instead of
swallowing errors with || true. Coverage collection still runs for
every test regardless of pass/fail status.
