Improve Boost headers setup logic on macOS (#1006)

SetupBoostHeaders.cmake previously only handled MSVC/NuGet.
On macOS CI (tests disabled), Boost include paths were never
added, causing compilation failures.

Add a non-MSVC path that finds boost/version.hpp in common
system locations and defines Boost::headers accordingly.
