* fix issues with the man directory and FreeBSD tests

- On Windows, INSTALLSITEMAN1DIR and INSTALLSITEMAN3DIR
  cannot be set correctly, which causes man pages to be installed
  under a none directory in the source tree. Since INSTALL_BASE is
  always specified, it is safe to explicitly set the man directories under
  INSTALL_BASE.
- On FreeBSD, Perl is not installed at /usr/bin/perl. Therefore, the yes
   script must be invoked via perl bin/yes to run correctly.

* use $^X instead of a literal perl
