Support field `required_python_version` and file `.python-version` (#44)

*   Implement automatic installation of required `python` version via `uv`.
*   Implement `state_required_python_version_inited` to select required `python` version.
*   Fall back to `.python-version` file if `required_python_version` config field is not specified.
*   Add `med` version test which starts under `python` 3.10 but tests under `python` 3.11.
*   Rename to `test_py_*.yaml` to embed `min`, `med`, `max` instead of specific `python` version strings. 
*   Update `readme.md`.
