Add tests for rate limit options and cancellation behavior

- Introduced new tests to verify the behavior of `setRateLimitOptions` when the timeout ID is null and when the request queue is blocked.
- Added a test to ensure that requests are rejected with an error when canceled via a signal without a reason.
- Enhanced existing tests to cover timeout reference handling in various scenarios.
