Add Node.js 24 support, update minimum to Node 16+ (#3)

* Add Node.js 24 support, update CI matrix and minimum version to Node 16+

- Update Dockerfile from node:22-slim to node:24-slim
- Update CI matrix to test Node.js 16, 18, 20, 22, 24
- Update GitHub Actions to v4 (checkout, setup-node)
- Add engines field requiring Node.js >=16.0.0
- Bump version to 1.2.0
- Update README prerequisites
- Add CHANGELOG.md

* Fix run.js to use CommonJS require instead of ESM import

Resolves MODULE_TYPELESS_PACKAGE_JSON warning on Node 24 by aligning
run.js with the rest of the codebase which uses CommonJS.
