Feature #3220 met version diff - part 2 (#3225)

* Per #3220, fix _nc_field_are_equal() to check for empty variables before retrieving info from them.

* Per #3220, using len() doesn't work for int64 variables. Easier just to remove the Instance type from the log message.

* Per #3220, update the file_list handling logic to eliminate differences in the path to MET.

* Per #3220, change regex to use raw strings, all more than just dashes and alphabet characters in branch name to allow for common branch names that include an issue number. Only replace MET-.* if it is the name of a directory, between forward slash characters

* Replace string find calls to use 'in' -- find returns 0 (False) if the substring starts at the beginning of the string and returns -1 (True) if the substring is not found. Both of these can result in incorrect results.
