These changes are being introduced to support builds on multiple
architectures.

  * Support for multi-architecture build
    ** New dev build workflow
    ** New stage build workflow
    ** New prod deployment workflow
    ** Makefile updates
  * Support for architecture flag file in project
    ** Update to .gitignore for flg file
  * README related assets added
  * README CODEOWNERS added
  * README last maintenace date updated
