Changed to use released click-repl version 0.2.0

Details:

* We were using click-repl from a branch of our fork in order to
  get the support for global options in repl mode. Version 0.3.0
  had been excluded earlier due to test errors. These test errors
  still happen today.

  This change goes back to use click-repl>=0.2.0,<0.3.0 to use a
  published version. Also, removed the 'allow_general_options'
  parameter for click-repl again.

* Pinned Click to <8.2 to avoid click-repl issue #128.

* Updated the documentation to clarify that tab completion is
  only supported in the shell, but not in the interactive mode
  of pywbemcli.
