feat: Add noticeboard POST and PATCH v2 API handlers

POST handles both create (with lat/lng spatial data) and action dispatch
(Refreshed, Declined, Inactive, Comments). PATCH handles field updates,
photo linking, and newsfeed creation on first name assignment.

Includes 11 tests covering create, validation, all 4 actions, patch
updates, and error cases.
