refactor: deduplicate status condition builders, add logger tests (#624)

- Consolidate 4 nearly-identical condition builder functions into single
  buildConditions helper, reducing ~95 LOC of repetition
- Add guard for empty format string in logger.Info() to prevent panic
- Add logger unit tests covering NewLogger init, Info empty string safety,
  and Loading channel coordination

Re-implemented against current upstream/main.
