feat(circuit-breaker): integrate logging service for circuit state changes (#2910)

Added comprehensive logging to the Circuit Breaker Service to monitor all state transitions and circuit breaker events. Injected the `LoggingService` dependency and implemented detailed logging for `OPEN`, `HALF_OPEN`, and `CLOSED` states, including request blocking, success/failure recording, and cleanup operations. All log types were centralized in the LogType enum following the codebase's established pattern.
