Feature #2306 duplicate_flag, obs_summary, and obs_perc_value (#3211)

* Per #2306, add support for setting duplicate_flag, obs_summary, and obs_perc_value for PointStat and EnsembleStat on top-level and for each obs.field verification task

* handle 'constant' as a data type to more easily implement support for a new MET config without having to set data_type=string and extra_args.constant=True

* add logic to ensure that the version of python running the tests is at the front of the path when running the subprocess to call run_metplus.py

* create function to reduce cognitive complexity to satisfy SQ

* Per #3211 PR review, add logic to strip trailing semi-colon from integer config value and added unit tests to demonstrate settings new configs per verification task in EnsembleStat wrapper
