Add skill domain types, service interface, and HTTP client stub (#3660)

Introduce the foundational pkg/skills package for the Skills Lifecycle
Management feature. This adds domain types (InstalledSkill, SkillMetadata,
SkillIndexEntry, enums), option/result structs for all operations, the
SkillService interface with 7 methods, and a minimal HTTP client stub.
