chore: update Storybook to 8.6.15 to fix security vulnerability (#18984)

- Update Storybook from 8.3.5 to 8.6.15
- Fixes environment variable exposure vulnerability (GHSA-xxxx)
- Minimal changes to dependency tree to ensure build stability
- Existing overrides continue to enforce safe versions for webpack-dev-middleware and braces
