Relax required version of CMake (#15653)

We are aware of users trying to use the test suite on Ubuntu 22.04
(jammy) systems, which still have LTS support and CMake 3.22 in their
repos.  We don't use any recent CMake features, so lowering the barrier
to use on those platforms isn't onerous for us.

I tested this by installing `cmake==3.20.5` using the PyPI-packaged
versions.  We may well be able to go back earlier even than that, but
the 3.20 series was the oldest that I could trivially install to test on
my machine.
