Add devbox workflow for portable local development

Allow us to use multiple local environments (Lando/asdf and plain local
tooling)
This change adds a documented Devbox-based workflow that works on macOS
and Linux, alongside the existing Lando/asdf path.

The README now includes Devbox prerequisites and commands to install
dependencies, bring up Postgres/Redis, prepare the database, run Rails,
run Sidekiq, run tests, and stop services. Existing Lando/asdf guidance
remains unchanged. No runtime or deployment behavior is affected; this
only updates developer documentation.
