improve V8 isolate lifecycle management (#103)

This pull request introduces significant improvements to the safety and robustness of V8 isolate lifecycle management, especially during runtime shutdown and concurrent operations. The main focus is on preventing race conditions and ensuring that V8 handle methods are only called when it is safe to do so, by introducing and propagating an IsolateLifecycle guard throughout the runtime and supervisor code.
