Add getOutline and getTree methods to RiddlAPI

Implement OutlinePass and TreePass as HierarchyPass subclasses for
extracting definition structure from parsed RIDDL models. OutlinePass
produces a flat list with depth info; TreePass produces a recursive
tree. Both are exposed via @JSExport in RiddlAPI with TypeScript
declarations, for use in the ossum.ai node hierarchy panel.
