Add unit tests for tag normalization and slug generation

Adds tests for the `normalize_tag_name` function to ensure it handles binary values correctly and adds errors for blank inputs. Implements tests for the `generate_tag_slug` function to verify it processes both binary and `ci_string` inputs, including cases with blank slugs. Also includes a test for the `find_or_create` function to check error handling when reading fails.
