Added ResourceClassNotSupported exception (#860)

Details:

* Added a new exception class ResourceClassNotSupported that indicates
  that the resource class of a URI is not supported by the resource
  cache.

* Changed the ResourceCache methods add() and lookup() to raise
  ResourceClassNotSupported instead of ValueError in order to be able to
  distinguish an unsupported resource class from other possible reasons for
  ValueError.

* Added unit test cases for the new class ResourceClassNotSupported.
