* ci(release): add prerelease tag validation

Block release builds for prerelease tags that don't use allowed
identifiers (alpha, beta, rc). This prevents accidental releases
with invalid prerelease suffixes like -test or -dev.

* ci(release): use GitHub prerelease flag for validation

Use github.event.release.prerelease as the primary check before
validating the tag format. This provides a double check:
1. GitHub prerelease flag must be true
2. Tag must use allowed identifiers (alpha, beta, rc)

* ci(release): simplify prerelease validation with step condition

Use if condition on the step instead of env var for cleaner code.
The step only runs when github.event.release.prerelease is true.
