Add RemoteUnitsPathTestCase, for RPM rsync distrib

Add `RemoteUnitsPathTestCase` in module
`pulp_smash.tests.rpm.api_v2.test_rsync_distributor`. This test case
verifies that the RPM rsync distributor's `remote_units_path` option has
an effect, both when set on the distributor and when passed as an option
to the call to `POST {repo_href}/actions/publish/`.
