* fix: pin azure-cosmos SDK to <4.14.0 to fix partition_key regression

azure-cosmos 4.14.x has a regression (Issue #43662) where partition_key
parameter leaks to requests.Session.request(), causing TypeError.

Pin SDK to >=4.9.0,<4.14.0 until the upstream fix is released.
