Add deploying-vmcp-locally skill (#3494)

Skill for deploying VirtualMCPServer configurations to a local Kind
cluster for manual testing and verification.

This skill was used to manually verify the vMCP observability
documentation (docs-website#380) by deploying a VirtualMCPServer with
telemetry enabled and confirming traces appeared in Zipkin and metrics
were exposed on the /metrics endpoint.
