fix: replace Vite dev server timeout check with explicit INERTIA_VITE_DEV config

The 0.1s HTTP timeout to detect the Vite dev server was unreliable — slow
dev servers would be falsely detected as down, causing fallback to build
assets. Replace with an explicit INERTIA_VITE_DEV config option that takes
precedence when set, falling back to Flask's DEBUG setting otherwise.
This also removes the requests dependency from extension.py.
