Improved coverage config; Enabled branch coverage; Increased coverage+coveralls

Details:

* Removed Python standard packages from coverage report in local test
  runs by specifying run.source_dirs in .coveragerc.

* Enabled branch coverage reporting. This lowered the total reported
  coverage somewhat.

* Specified coverage precision to be 2. That is the default on coveralls.io,
  but for local runs it overwrites the default of 0.

* Added html.directory to make the default explicit.

* Increased the minimum version of "coverage" to 7.8.0 to support the
  newer properties that are now used in the coverage config file
  (e.g. run.source_dirs).

* Along with that, increased the minimum version of the "coveralls" package
  to the latest available version for each Python version. This removed the
  inconsistency that the higher Python version had a lower coveralls minimum
  version in order to accomodate the Python pinning of coveralls 4.0.0/4.0.1.
