Drop Python 3.9 support, fix filelock vulnerability

- Require Python >= 3.10 (3.9 reached end-of-life Oct 2025)
- Update filelock to 3.20.3 (fixes CVE for TOCTOU symlink vulnerability)
- Remove obsolete importlib-metadata constraint
- Update CI matrix to test Python 3.10-3.13

Note: oauth2 high severity vulnerability (replay attacks) remains
unfixed - no patched version exists upstream in flickr-api dependency.
