* Add missing null stub initializations for non-x86_64/non-aarch64 architectures

The #else branch was missing initialization of jit_update_dispatcher and
jit_update_helper, which would leave these function pointers as NULL.
This could cause crashes when ubpf_register or ubpf_set_dispatcher is
called after JIT compilation on unsupported architectures.
